The EU Regulation on the use of railway infrastructure capacity Regulation - EU - 2026/1184 - EN - EUR-Lex requires closer cooperation between infrastructure managers and other operational stakeholders across the European rail sector.
To support the implementation of the Regulation, RailNetEurope (RNE) acting as candidate Network Coordinator, is strengthening its engagement with railway undertakings, applicants, service facility operators, public authorities and other stakeholders.
Through the Advisory Board for the Capacity Regulation (ABCR) and other engagement activities, RNE aims to facilitate dialogue and coordination on issues of European relevance. These activities provide a platform to exchange information and experience, to gather operational expertise and discuss procedural, technical and operational aspects of capacity management, cross-border traffic coordination, disruption and crisis management, performance review and coordination between infrastructure managers.
