Framework Agreements Survey – Stakeholder Input Needed
This survey, launched in the context of the SERAF Sub-Group on Framework Agreements, gives sector stakeholders the opportunity to share practical experience and expectations on framework agreements and to contribute to discussions on clearer rules for multiannual capacity in Europe
RNE supports the European Commission’s Directorate-General for Mobility and Transport (DG MOVE) in its work with experts in the Single European Railway Area Forum (SERAF).
SERAF supports the European Commission in the further implementation of Directive 2012/34/EU and in the establishment of the single European railway area.
In December 2025, DG MOVE established the SERAF Sub-Group on Framework Agreements to examine this topic in more detail. The Regulation 2026/1184 on the use of railway infrastructure capacity in the single European railway area introduces the right for Applicants to request framework agreements. This is expected to increase the use of such agreement in the EU.
Taking into account the change of this Regulation to art. 42 of SERA Directive -and Commission’s empowerment to adopt implementing act as per art. 31 (11)-, the work of the SERAF Sub-Group will ensure an updated and clearer framework of rules on this matter. RNE has already engaged with operational stakeholders for the definition of common technical aspects and has been appointed co-rapporteur, together with ALLRA IL, to guide the discussion on key strategic aspects of multiannual capacity.
RNE invites sector stakeholders to contribute to the survey launched by the SERAF Sub-Group on Framework Agreement until 26 August 2026.

What input is needed?
The survey seeks feedback on stakeholders’ experience with framework agreements, including their use, key characteristics, and future expectations.
Who can participate?
- Vertically Integrated Undertakings (VIUs) may submit separate responses for each distinct arm of their organisation (e.g., one for the infrastructure manager, one for the railway undertaking, one for the service facility operation, etc.).
Important: Respondents should specify which part of the organisation they represent.
- Representative associations may respond jointly with their members (one consolidated submission) or share this survey to members for individual responses.
- Broader outreach is encouraged: While this survey originates from a SERAF sub-group, we welcome input from all relevant stakeholders.
