For TT2029 Applicants and Railway Undertakings are once again invited to take part in Capacity Needs Announcements (CNAs).
While previous exercises identified process and IT shortcomings, this year’s iteration of the pilot is purely focusing on the new and refined Capacity Planning Tool (CPT), which will be used for the preparation of Infrastructure’s Capacity Models for the first time.
In addition to becoming familiar with a new tool, stakeholders will be able to prepare for the requirements introduced by the Regulation (EU) 2026/1184 on the use of railway infrastructure capacity in the single European railway area.
CNAs present a type of market involvement within the strategic capacity planning processes. These processes are currently defined in the upcoming European Framework for Capacity Management. A draft is expected to be published for stakeholder consultation in December 2026. The final European Framework for Capacity Management must be adopted by 12 December 2027, in preparation for the first working timetable under the new regulatory framework, TT2031.
During this transitional phase, the IT testing of this pilot will be based on the previously prepared Process Handbook for Capacity Models (V. 4.0). Further process refinements are expected to be tested during next year for TT2030.
As the time available for preparation is limited, this pilot provides stakeholders with an early opportunity to test the new tool.
RNE will provide an online session with an introduction training new CPT tool, particularly including the CNA functionalities.
