Regulation (EU) 2026/1184 introduces a European framework for more coordinated railway capacity and traffic management. The brings together several organisations with distinct roles and responsibilities. Their cooperation supports more coordinated, transparent and efficient railway capacity management across Europe.

Who does what?

Strategic direction
The European Network of Infrastructure Managers (ENIM) brings together Europe’s Infrastructure Managers and provides strategic direction at European level.

Operational coordination
The Network Coordinator supports ENIM by translating European-level direction into common frameworks, coordinated processes and services.

Sector input
The European Railway Platform (ERP) enables operational stakeholders to contribute their experience, and market needs to European capacity management processes.

Regulatory consistency
The European Network of Rail Regulatory Bodies (ENRRB) supports cooperation among national regulatory bodies and promotes consistent, fair and transparent implementation.

Performance review
The Advisory Performance Panel (APP) evaluates performance and monitors the implementation of the European Frameworks.

Technical interoperability
The European Union Agency for Railways (ERA) develops technical specifications and supports the deployment of interoperable, TSI-compliant digital tools.

Research and innovation
Europe’s Rail Joint Undertaking (ERJU) develops technologies, operational concepts and digital solutions for the future European railway system.

EU-level oversight
The European Commission oversees the implementation of the legal framework and its alignment with European transport policy objectives.

Responsibilities and collaboration

Key actor’s roles:

  • ENIM provides direction and represents infrastructure managers at the strategic level.
  • Network Coordinator transforms these strategic directions into operational frameworks, processes and services.
  • European Railway Platform and operational stakeholders provide the requirements and market needs for the development of services and processes;
  • ENRRB ensures regulatory oversight and improved consistency between European procedures and national decisions,
  • ERA and ERJU contribute respectively to set the technical standards for interoperability and promote harmonisation and innovation.
  • Advisory Performance Panel provides performance-related evaluations and monitors the implementation of the European Frameworks.

Together, these actors create a governance framework that enables a more integrated, efficient and customer-oriented European railway system.
