The implementation of the recently published EU Regulation 2026/1184 on the use of railway infrastructure capacity in the single European railway area (‘Capacity Regulation’) requires a joint effort from Infrastructure Managers (IMs) and Applicants alike. While IMs have already started implementing certain elements, successful implementation also depends on Applicants being prepared for the upcoming operational and IT-related changes.

To support this transition, RNE is organising a Digital Capacity Management (DCM) Webinar, specifically tailored for Applicants and respective Applicant associations on 7 October 2026. IMs and interested observers are invited as well.

The webinar is designed to provide Applicants with clear, practical guidance on what they need to prepare for the implementation of Chapter II (Management of railway infrastructure capacity) of the Capacity Regulation. Participants will gain an overview of the relevant DCM components, workflows and implementation timelines, as well as the operational and IT-related actions that will support successful sector-wide implementation.

Based on priorities Applicants shared with us, the programme will cover:

• The role of Applicants in the implementation of Chapter II (Management of railway infrastructure capacity) of the Capacity Regulation
• The key Digital Capacity Management components and workflows: the Capacity Planning Tool (CPT), the Path Coordination System (PCS), and Interfaces
• Implementation timelines, milestones, and the IT capabilities and preparations Applicants should consider

The afternoon includes an interactive session with parallel breakout rooms offering a live demo of each tool along with more technical details on connections and interfaces. As the sessions run parallel, participants are asked to select their preferred room when registering:

• Room A: CPT (Capacity Planning Tool), including interfaces
• Room B: PCS (Path Coordination System), including interfaces
