As part of its ongoing stakeholder engagement activities, RNE welcomed more than 60 participants representing a broad range of operational stakeholders to an online webinar on the European Framework for Capacity Management (EFCM) priority processes on 10 September 2026.

During the webinar, the presenters highlighted that the EFCM is currently being developed by Infrastructure Managers (IMs). The session aimed to provide stakeholders with an early over-view of the key processes under development, enhance transparency, and gather initial feed-back.

RNE also expressed its appreciation to the operational stakeholders who submitted priority topics through the Advisory Board for the Capacity Regulation (ABCR) process and shared questions in advance of the event.

The webinar was led by Philipp Koiser (Head of Capacity Management) and Ádám Kertai (Leader Capacity Process Management), who guided participants through six key topics:

• Capacity Rights: characteristics, requests, and allocation of Capacity Specifications.
• Consultation during the Capacity Model phase.
• Consultation during the Capacity Supply Plan phase.
• Rolling Planning.
• Overview of New Capacity Requests.
• Other topics: Feasibility Assessments and Framework Agreements.

Throughout the session, the RNE team addressed numerous questions seeking clarification and collected stakeholder feedback on each of the priority processes. Several common themes emerged from the discussion

• Stability and planning certainty are essential throughout the entire capacity planning lifecycle.
• Greater applicant involvement and transparency should be embedded across all planning and consultation phases.
• Consistent, practical, and optimised implementation among IMs is critical to ensuring both acceptance and effectiveness.

The feedback gathered during the webinar will be analysed and considered as part of RNE’s ongoing EFCM development process. A summary of the results will be presented at the ABCR meeting on 6 October 2026.

The final draft of the EFCM is expected to undergo endorsement procedures within RNE and ENIM during October and November 2026. Following this process, the framework is scheduled to be published for formal consultation with operational stakeholders in mid-December 2026.
