RailNetEurope has concluded the first stakeholder feedback phase on the Abstract of the Scope Definition for the European Framework for Capacity Management (EFCM). This early engagement activity enabled RNE in his future role of Network Coordinator to gather operational input ahead of the formal consultation foreseen by the Capacity Regulation. The exchange confirmed strong interest in coordinated and transparent European capacity management processes.
Background and context
The EFCM aims to establish a harmonised approach to railway capacity management across Europe. RNE launched this early stakeholder feedback phase to collect initial views on the scope of the European Framework before the start of the formal legally required consultation.
Stakeholder input
The feedback phase concluded with a closing webinar on 12 May 2026. During the consultation, more than 20 organisations submitted over 200 comments.
Contributions covered all main topics of the upcoming EFCM, including:
- capacity strategy, capacity model and capacity supply
- Temporary Capacity Restrictions (TCR) management
- allocation procedures and rolling planning
- digitalisation and consultation processes
- coordination with service facilities
The discussions highlighted the need for practical and consistent European processes under the upcoming Capacity Regulation.
Next steps
During the webinar, RNE presented an overview of the feedback received and outlined how stakeholder input will be considered in the ongoing development of the EFCM ahead of the formal consultation phase.
European relevance
The early engagement confirmed the value of structured dialogue between Infrastructure Managers, Railway Undertakings and other sector stakeholders. It supports the development of a common European approach to capacity management, contributing to cross‑border coordination, harmonisation of processes and the effective implementation of the objectives of European transport policy.
