RailNetEurope (RNE) has been appointed as Network Coordinator by the European Network of Infrastructure Managers (ENIM). ENIM confirmed the appointment at its first plenary meeting on 23 September 2026, which took place at InnoTrans in Berlin.

As Network Coordinator, RNE will support ENIM in implementing Regulation (EU) 2026/1184 on the use of railway infrastructure capacity in the single European railway area. The role builds on RNE’s experience in facilitating cooperation between Infrastructure Managers (IMs), developing harmonised processes and providing digital tools for international rail traffic.

Turning European priorities into coordinated action

ENIM provides strategic direction for cooperation between IMs at European level. RNE, acting as Network Coordinator, will support the operational preparation and implementation of ENIM’s work.

RNE’s responsibilities will include:

• contributing to common European methodologies and Frameworks for capacity, traffic and performance management;
• supporting operational coordination between IMs;
• providing digital tools and services for capacity and traffic management;
• facilitating engagement with operational and institutional stakeholders; and
• providing secretariat services to ENIM.

These activities will be carried out in accordance with the Capacity Regulation and ENIM’s decisions and procedures.

Building on RNE’s experience

RNE has extensive experience in coordinating IMs and developing harmonised procedures and digital tools for cross-border rail services. The appointment therefore combines continuity with a new regulatory mandate.

RNE’s established cooperation structures, technical expertise and experience with common European processes provide a basis for supporting ENIM and the wider sector in implementing the Capacity Regulation.

What the role means for the European rail sector

The Network Coordinator will support closer cooperation at European level. Working with ENIM, Infrastructure Managers (IMs) and sector stakeholders, RNE will help turn common European objectives into coordinated processes.

This cooperation will support more coordinated capacity planning and management at European level, clearer information through common frameworks and digital tools, and stronger stakeholder involvement. It will also help provide applicants with better visibility and support more predictable planning across multiple networks.

First sector consultations launched

Following ENIM’s establishment, sector stakeholders are invited to provide feedback on two draft documents:

• the ENIM Work Programme for 2027–2031; and
• the Consultation Guidelines.

The draft Work Programme sets out ENIM’s priorities for 2027 and 2028, together with an outlook to 2031. The Consultation Guidelines establish a common approach to consulting stakeholders on European and cross-border railway matters. Documents and information on how to provide feedback are available on the ENIM website.

RNE will support ENIM in conducting the consultations and in facilitating structured engagement with operational stakeholders and relevant European institutions and bodies.

Next steps

RNE will continue working with ENIM, IMs and sector stakeholders to establish the processes, cooperation structures and practical services required under the Capacity Regulation.
