Project Summary:

CEF Technical Assistance to RailNetEurope 3 addresses the support RailNetEurope and the rail infrastructure managers in the establishment of a single European railway area, with a specific focus on the areas of rail capacity management and allocation as well as traffic, disruption and crisis management and performance review.  

The overall objective of this technical assistance (the project) ‘CEF Technical Assistance to RailNetEurope 3 - 2025-2027 [24-AT-TG-RNE-CEF TA3_25-27]’ is to contribute to the development of projects of common interest relating to efficient, interconnected and multimodal networks and infrastructure for smart, interoperable, sustainable, inclusive, accessible, safe and secure mobility on the trans-European transport network (TEN-T), specifically to promote the effective implementation of Regulation (EU) N° 913/2010 concerning a European rail network for competitive freight, Directive 2012/34/EU establishing a single European railway area, and to prepare for the implementation of the draft Regulation on use of railway infrastructure capacity, with a specific focus on the areas of rail capacity management and allocation as well as traffic, disruption and crisis management and performance review.   

The first specific objective is to support the design, testing and implementation of common, harmonized and interoperable rules, processes, functions and IT requirements and applications supporting planning and operations of rail infrastructure and rail services in the single European rail area.   

The second specific objective is to support coordination between infrastructure managers in the context of the European network of infrastructure managers (ENIM), supported by a central entity (‘Network Coordinator’) and involving designated focal points in charge of coordination within rail infrastructure managers, complemented by regular and close involvement and consultation of all relevant stakeholders within the rail sector and among the customers of rail transport services and public authorities.
