On 29 and 30 July 2025, thirteen European Infrastructure Managers’ (IM) representatives gathered at the RNE Joint Office in Vienna to jointly shape the updated and new contents of the next iteration of the TTR Scoping Document (“Railroadmap”) for timetables 2028 and 2029.
The workshop had two main objectives:
- To identify ways of increasing implementation efforts of the new Capacity Management process, ensuring a smooth transition towards the requirements of the draft Capacity Regulation.
- To jointly prepare the next update of the TTR Scoping Document.
The TTR Scoping Document
The TTR Scoping Document (“Railroadmap”) serves as a common denominator for IMs’ implementation plans of TTR. The creation and publication of these plans was initiated in 2022, at the time focusing on timetable 2025. Since then, the document has been updated on an annual basis, with the goal to provide an implementation overview for timetables 2026 and 2027. At the same time, the contents are being finetuned and improved in each update. In view of the anticipated Capacity Regulation and its stipulations for European Capacity Management, the currently drafted version of the TTR Scoping Document for timetables 2028 and 2029 will evolve beyond its current format in the subsequent iterations. Its publication is expected for December 2025.
Workshop Highlights
During the two-day workshop, the participants discussed:
- Potential obstacles for the upcoming implementation and ways to overcome them
- Best practices already in place
- Lessons learned from previous implementation efforts
Regarding the requirements of the upcoming Capacity Regulation and the transition from a sector driven project towards formal regulatory requirements, the main focus of this workshop was the identification of ways to step up implementation in the upcoming years. IMs can achieve this either by directly implementing or by (further) testing components or deliverables, such as the Capacity Model or Capacity Supply.



Next Steps
Based on these discussions, the coming iteration of the TTR Scoping Document will feature the identified “implementation clusters” across Europe. These clusters describe Capacity Management elements which will be implemented in a harmonised, cross-border way for timetables 2028 and 2029, detailing what will be implemented, where, and when. This will support IMs in preparing for the requirements of the upcoming Capacity Regulation and test new approaches.
Work on the update will continue in the coming months at the RNE Joint Office with the active involvement of IM representatives. Following the necessary endorsement process within RNE, publication is scheduled for end of 2025.
