New TIS Data Quality Management Process: A Major Step Forward in European Rail Reporting

High-quality data powers better decisions – and better rail performance.

To support the rail sector in achieving its strategic goals, RNE with its Members has implemented a new Data Quality Process for the Train Information System (TIS).

TIS supports international traffic management by providing real-time data for passenger and freight trains.

Its key benefits for users include:

  • Full visibility of train movements
  • Improved cross-border coordination
  • Faster, data-driven decision-making
  • Performance monitoring through customised reports

By enhancing transparency and efficiency, TIS helps streamline operations and improve punctuality.

The renewed focus on data quality aims to further elevate train performance reporting based on TIS data.

Raising the Bar for Performance Reporting

The new Data Quality Process introduces structured procedures to ensure that international train performance data is not only consistent but also of the highest possible quality – with minimal need for manual input.

By delivering more complete and trustworthy data, TIS empowers stakeholders to monitor, analyse, and optimise rail traffic more effectively than ever before.

From Strategy to Action: A Collaborative Approach

In collaboration with 28 European Infrastructure Managers (IMs), RNE has been working to strengthen data-sharing practices and align on key performance metrics.

Together, data quality experts from each participating IM have defined Data Quality Indicators (DQIs) and established a shared roadmap, including regular check-ins and alignment sessions throughout the year. These efforts have already paid off. Key data indicators show clear improvement over the past year:

Looking Ahead: What’s Next?

Building on this success, the process will continue to evolve with biannual reviews and the introduction of new focus areas. For 2025, this includes:

  • Introduction of a new DQI: “Share of Documented Delay Minutes”
  • More active involvement of Performance Managers via regular meetings to identify and address data quality issues
  • Improved tracking of rerouting locations, enhancing the accuracy of distance and speed-based indicators
