One of the railway sector’s objectives is the effective train run with optimal resource management. This is challenging, especially in international train operations and long train runs. One of the supporting elements to reach the goals in this area is forecasting the train run during its entire journey. This information enables reducing the negative impact of the trains not running according to the agreed timetable on network capacity and related resource management.
Forecasting of the train departure, arrival, run through, handover, or interchange at the borders supports the traffic managers and all stakeholders involved in the train run to optimise involved resources.
Some Infrastructure Managers already exchange train running forecast information, however, this is not the case for the entire European network, where this information is expected. Already successfully tested solutions in generating train running forecasts by IT companies were the subject of RNE EU-funded Digital Train 1.0 & 2.0 projects. The high prediction accuracy of such an approach convinced the sector to continue in this activity, ensuring train running forecasts for the whole European network.
The positive feedback and request of the railway sector supported RNE’s Members in their decision to ensure a solution covering the whole European railway network, using train running forecasts from external sources – IT companies. The intention is incorporate train running forecast information into the RNE Train Information System (RNE TIS) either via message exchange with external IT companies or by implementing an algorithm directly in the TIS application, providing a forecast for any train for which timetable and train running information are available.
Therefore, RNE is issuing this call for offers to commission a supplier(s) for two lots
- LOT A – provision of train running forecast information (ETA) to the RNE TIS based on provided train-related information from RNE
- LOT B – development and implementation of forecasting ETA algorithm in the RNE TIS

Submitted offers will be assessed in the first round of evaluation. The best three bidders for each lot will be invited to the second round submitting their price offers and presenting the intended solutions. The tender final evaluation is expected by the end of the year 2023.
