On 25 June 2026, RNE representatives took part in the PRIME Plenary meeting in Brussels, where high-level representatives of rail infrastructure managers and DG MOVE gathered to discuss strategic questions around infrastructure development, management and European cooperation.
RNE representatives were invited to present in two topics.
Ongoing preparations for the role of Network Coordinator
RNE President, Paul Mazataud, and Elisabeth Hochhold, were invited to present RNE’s advancement in its ongoing activities to prepare for the role of Network Coordinator.
Special focus was put on documents to be submitted to ENIM throughout 2026 (draft consultation guidelines, Network Coordinator work programme, network statement common structure, European Framework for capacity management), adjustments to RNE statutes to enable timely delivery, ongoing stakeholder engagement activities, as well as financing needs to enable RNE to perform the tasks defined in the capacity regulation and Telematics TSI.
RNE input to the PRIME Digital Subgroup
Harald Reisinger, together with Joachim Lücking from the European Commission, presented the activities of the PRIME Digital Subgroup, focussing on the digital implementation of the Capacity Regulation using the Telematics TSI in the areas of digital infrastructure information, digital capacity management and digital train information.
Harald Reisinger also highlighted the importance of sufficient funding to support necessary IT developments by Infrastructure Managers, emphasising the expected return on invested funds.

RNE remains committed to working with PRIME, future ENIM, and the rail sector towards a swift implementation of the Capacity Regulation.
