The implementation of the upcoming EU Capacity Regulation and the revised Telematics TSIs will require significant changes across the European rail sector.
These reforms are essential to make rail more digital, flexible, and European – all key to achieving the objectives of the EU Green Deal.
To support this transition, RNE is working closely with EU institutions on projects selected for EU funding, helping to enable and accelerate implementation efforts.
Technical Assistance 3 agreement signed
Marking another key step in this process, the grant agreement for the CEF Technical Assistance to RailNetEurope, Phase 3 (2025–2027) [ 24-AT-TG-RNE-CEF TA3_25-27] was officially signed on 24 July 2025.
This achievement is the result of diligent preparations and strategic dialogue with DG MOVE and CINEA, ensuring alignment with the European Commission’s objectives and sector priorities.
The project, running from 1 January 2025 to 31 December 2027, is fully funded by the European Commission with a total budget of EUR 16.5 million. It continues the momentum of Phase 1 and Phase 2 (2021–2024), supporting the establishment of a Single European Railway Area.
Key steps toward a more efficient, integrated European rail system
The project focuses on strengthening rail capacity management, improving coordination during traffic disruptions, and enhancing performance monitoring.
It also promotes digital innovation in alignment with evolving EU legislation and sector-driven efforts such as the Timetable Redesign for Smart Capacity Management.
Additionally, CEF Technical Assistance 3 is preparing RNE to assume the role of Network Coordinator.
The project is structured into ten comprehensive Work Packages (WPs):
- WP1: Ongoing coordination and cooperation between RNE, rail IMs, including RFC bodies, European bodies and entities
- WP2: Detailed specification and execution of a European transport market study covering passenger and freight transport
- WP3: Further development and implementation of new approaches for rail capacity management and allocation
- WP4: Specification for telematics applications and development of web applications supporting rail capacity management and allocation (DCM)
- WP5: Specification for telematics applications and development of web application supporting European and domestic traffic (DTM)
- WP6: Performance monitoring and management for rail infrastructure and transport services
- WP7: Providing information on rail infrastructure and services in human- and machine-readable formats
- WP8: Support to cross-border long-distance passenger rail pilot services and support to innovative cross-border freight services
- WP9: Design, test and implement arrangements, including procedures, structures and tools, covering the scope of WP1 to WP8, for the coordination between IMs
- WP10: Project management and administration
This initiative reinforces RNE’s commitment to strategic, cross-border collaboration and innovation in European rail infrastructure. It will play a key role in shaping the future of rail transport across the continent.
