RNE and PRIME are working closely to ensure a smooth and coordinated implementation of the upcoming Capacity Regulation.
On 9 May 2025, Alain Quinet, Co-Chair of PRIME (Platform of Rail Infrastructure Managers in Europe), visited RNE to discuss Infrastructure Manager (IM) cooperation structures and activities under the forthcoming Capacity Regulation.
The meeting focused on aligning plans, expectations, preparatory activities and the future roles of RNE and the European Network of Infrastructure Managers (ENIM), which RNE is expected to support as Network Coordinator.
The aim of the meeting was to ensure close coordination between the two organisations and to discuss how the transition to the new legal framework can be managed efficiently and on schedule.
Discussions reflected a shared commitment to preparing both organisations for a smooth operational start in the new roles as soon as the regulation enters into force.
Focus Areas of the Meeting
The agenda included the following core elements:
- Financing and Funding Matters: Discussing current and potential financing for the network coordinator activities.
- The European Frameworks: exchange on state of play of preparatory activities and envisaged next steps in designing the European Frameworks for Capacity and Traffic Management.
- The Organisation of Performance Review: Exploring the role of different actors involved in benchmarking and performance with a view to ensuring an efficient implementation of new legal requirements.
- Governance: Examining structure and decision-making processes of RNE and PRIME with a view to identifying elements/interdependencies to be considered when setting up the new governance of NC and ENIM.
Shared Commitment to Implementation
Both parties emphasised their ongoing cooperation and alignment.
PRIME outlined its expectations towards RNE in its future role as Network Coordinator, while RNE provided an update on the state of preparations.
RNE underlined that all preparatory work is progressing according to schedule, with strong involvement from its members.
A key priority is to ensure that the sector will have access to the necessary tools and services from the first day of implementation.
RNE remains committed to delivering practical solutions that meet regulatory requirements and sector needs, and to supporting European policymakers in implementing the Capacity Regulation.
