Consultation: Harmonised Commercial Conditions

The upcoming Capacity Regulation will significantly shape the future of European rail. In preparation, RNE has revised its “Guidelines for Harmonised Commercial Conditions” to reflect the latest developments and the sector’s needs.

To ensure these Guidelines meet broader sector requirements, RNE is now launching a public consultation and actively invites applicants and all involved stakeholders to contribute.

Pooling knowledge from across Europe will support IM’s work on establishing a coherent  procedural and IT framework that will help enhance efficiency and minimise underused capacity.

How to participate

We have made submitting your feedback as simple as possible.

Just follow two steps to contribute to more effective commercial conditions:

All contributions will be analysed and considered by the RNE Commercial Conditions Task Force when finalising the Guidelines.

To support your participation, RNE hosted a virtual session on 30 June 2025 covering:

  • the main content of the revised Guidelines
