Based on the principles set out in the Capacity Strategy, Infrastructure Managers (IMs) further consolidate all known and expected capacity volumes by establishing a Capacity Model. The Capacity Model refines the Capacity Strategy by incorporating the results of consultations with operational stakeholders and the coordination activities between IMs, including Capacity Needs Announcements (CNAs), and provides a more detailed and balanced view of capacity needs across different rail transport service segments and infrastructure lifecycle requirements.
The Capacity Model includes all relevant and updated information from the Capacity Strategy and details the total volume of capacity by network section, including multi-network capacity, broken down by rail transport market segment and, where applicable, by allocation process. It also identifies capacity reserved for infrastructure works with major impact. The Capacity Model covers one working timetable period and is published in draft form 21 months before the beginning of the concerned timetable period and in final form at 18 months before the beginning of the concerned timetable period.
