Call for Applications: Advisory Board for the Capacity Regulation (ABCR)

With the upcoming EU regulation on the use of railway infrastructure poised to enter into force in 2026, RNE is launching the new Advisory Board for the Capacity Regulation (ABCR).

The ABCR will serve as the central consultation platform for operational stakeholders other than Infrastructure Managers (IMs) in the preparatory work related to the upcoming capacity regulation.

Structured dialogue, transparency and expert input

As RNE prepares to take on the role of Network Coordinator, the ABCR will play a key part in ensuring structured dialogue, transparency, and expert input on

  • capacity management
  • cross-border traffic coordination, disruption and crisis management
  • performance review

and other areas regulated by the upcoming capacity regulation.

Call for representatives

RailNetEurope (RNE) is launching a call for applications for membership or observer status in the newly established ABCR.

Associations representing operational stakeholders other than IMs, as well as regulatory bodies, national authorities, EU institutions and other public entities, are invited to apply.

The call will remain open continuously. A first evaluation round is planned in February 2026 for applications received by 31 January 2026.
