RNE General Assembly May 2026

RNE General Assembly met in Luxembourg to prepare next steps as Network Coordinator and align on ongoing projects in Capacity Management, Traffic Management, Performance Review, and IT product development.

On 21 May 2026, the RailNetEurope General Assembly met in Luxembourg and online. The meeting focused on the implementation of the Capacity Regulation, the adaptation of RNE’s governance and working methods in line with RNE’s upcoming tasks as Network Coordinator, continued financial stability, progress on European Frameworks, and the further development of digital tools to support harmonised rail capacity and traffic management across Europe.

Expanded Managing Board

To support RNE’s evolving role, two additional members, Andrea Galluzzi (RFI) and Marjolein van Breukelen (ProRail), were appointed to the RNE Managing Board (MB) for a two-year term.

The RNE MB now consists of 13 members to ensure broad representation of RNE Members in this period of fast-paced change and transition.

Balancing speed and quality

The Assembly highlighted that implementation of the Capacity Regulation will require strong cooperation between RNE, Infrastructure Managers (IMs), the future European Network of Infrastructure Managers (ENIM), and other sector stakeholders.

Faster delivery with good quality in accordance with the given timelines will only be possible if work is organised in parallel, cooperation is strengthened, and IMs remain closely involved in implementation.

As underlined at the meeting, the adoption of the Capacity Regulation and the Telematics TSI raises new questions for the sector but also creates an opportunity for all actors to progress together.
