RNE General Assembly Sets Direction For 2026

RailNetEurope’s General Assembly (GA) convened in Vienna on 10 December to take a series of decisions that will shape the Association’s future role, particularly in light of the recent trilogue agreement on the EU Capacity Regulation.

With RNE set to assume new responsibilities as Network Coordinator, Members signalled both determination and readiness to meet the substantial work ahead.

RNE bylaws up for revision

An important topic of discussion was the planned revision of RNE’s bylaws, scheduled for 2026.

This reform is expected to align the Association’s governance with its expanding mandate and to strengthen its capacity to deliver on upcoming regulatory obligations.

Development of the European Frameworks

Members also received an in-depth update on the development of the European Frameworks for Capacity Management, Traffic Management, and Performance Review.

These frameworks will be essential tools for implementing the Capacity Regulation, where strong Member engagement and well-organised workstreams are needed to ensure delivery within the deadlines set by the legislation.

Preparing for consultation structures in line with the Capacity Regulation

Looking ahead to the new consultation landscape introduced by the Capacity Regulation, Reinhard Haller, Head of RNE’s recently created Market & Performance business area, presented plans for an Advisory Board on the Capacity Regulation.

This informal platform, set to launch in early 2026, will serve as a transitional mechanism until formal consultation processes are fully established.

Key decisions taken to progress in Smart Capacity Management

The GA also endorsed several key decisions related to the evolution of the TTR programme into a renewed approach to Capacity Management.

These include a streamlined project portfolio, a refined organisational structure, updated working methods, and enhanced monitoring activities.

In Digital Capacity Management, members noted significant progress, including the go-live of the PCS Capacity Broker and the Short-Term Ad-Hoc (STAH) tool in recent months, with further IT developments scheduled for 2026.

Appreciation for Members’ commitment and extraordinary contributions

A further highlight was this year’s RNE Award segment, during which Filipe de Pina (Infraestruturas de Portugal) was honoured for his longstanding and extraordinary work in the area of Network Statements.

The General Assembly also extended its gratitude to Stefano Castro (RFI), current RNE Vice President, for his longstanding contributions as RNE Managing Member responsible for Traffic Management. He announced his retirement as of next year.

As the meeting concluded, it became clear that the coming year will require substantial effort and close cooperation within the sector. Still, the strong engagement shown by RNE Members underscored the sector’s commitment to meeting the challenges ahead.

RNE expressed its appreciation for the active participation, constructive input, and collaborative spirit demonstrated throughout the General Assembly.
