IMs Progress on Shaping European Frameworks

On 9 October, PRIME and RNE met in Paris and online to exchange on the progress towards the future European Frameworks for Capacity and Traffic Management.

Set in motion by the draft Capacity Regulation, these frameworks will provide a harmonised approach to managing capacity and traffic across Europe’s rail network.

While Infrastructure Mangers’ (IMs’) experts continue to intensively work on defining procedures for capacity and traffic management within RNE’s groups, during the meeting, first draft prototypes of European Frameworks were presented. These drafts served as a basis for aligning expectations and ensuring a common understanding of the work ahead.

The discussion focused on proposed structure, indicative timelines and selected drafting examples.

Strong Engagement from the Sector

More than 40 representatives from 19 IMs and Allocation Bodies (ABs) participated in the meeting. This active involvement demonstrates their strong commitment to preparing for new responsibilities under the draft Capacity Regulation.

In this context, PRIME and RNE are already working hand in hand in anticipation of the future governance model.

Next Steps

The constructive exchange and positive initial feedback pave the way for further work.

Follow-up activities will include pursuing work in RNE’s groups and exchanges planned with customers, partners and regulatory bodies in early 2026.
