Driving Rail Digital Transformation: The DCM IMP 25_29 Kick-Off

European rail stakeholders are joining forces to turn digital capacity management into a reality, setting the foundation for the upcoming EU Regulation on the Use of Railway Infrastructure Capacity.  

The Digital Capacity Management – Implementation 2025–2029 (DCM IMP 25_29) project, coordinated by RNE, supports the deployment of the necessary digital systems and processes.  

At the recent kick-off meeting, those were the key themes to move rail capacity and traffic management from a national and manual approach to one that is European, digital, and flexible. 

Laying the Groundwork for the EU Capacity Regulation

The DCM IMP 25_29 project focuses on: 

  • aligning national legacy systems for cross-border Capacity Request and Traffic Management 
  • enabling cross-border data exchange based on Telematics TSI 
  • harmonising rail reference data using RINF and Telematics TSI 
  • ensuring compliance with TSIs and operational rules 
  • building capacity for digital traffic and performance management 

Held in September 2025, the hybrid kick-off meeting brought together representatives from eleven Infrastructure Managers, including:

The meeting focused on preparing the Grant Agreement. Participants reiterated their commitment to building a future-ready European rail system and achieving the project’s objectives throughout its nearly five-year duration. 

The project, co-funded under the CEF Transport programme, will run until the end of 2029.
