Call for offers: Simple Communication Tool for Timetabling
One of the railway sector’s objectives is the reduction of language barriers within the European railway network.
The idea of a Simple Communication Tool for Timetabling (hereafter TTcom) was determined primarily by the diverging methods and forms of international coordination and language barriers that the path planners face in the international rail sector.
The aim of TTcom is to offer planners a web-based address book with traceable contacts who are responsible for certain processes and a set of pre-defined standardised messages translated in the native language of a user. Pre-defined messages will include all relevant information that the planner has to exchange with the responsible person of the other entity. TTcom will send the message to the responsible contacts (email generator).
TTcom’s goal is to eliminate language barriers between the planners from different countries, keep track of the responsible persons of other entities and help the correspondence between these parties. As a result, this should improve and facilitate the timetabling process and communication between different entities that speak different languages.
The development of TTcom is scheduled to be completed in March 2021. This will be followed by a testing phase. Finally, the national implementation will take place with relevant adjustments based on test findings.

Therefore, RNE is issuing this call for offers to commission a supplier for the initial development, as well as for the further development, maintenance and operation of the IT solution. Any entity or person is welcome to submit an offer.

After the first round of evaluations, which will take place 14-16 December 2020, the selected candidates will be invited for a second round to present their offers via video conference calls. The expected slots for the second round are scheduled for:
- 11th January 2021 (14:00-15:30)
- 12th January 2021 (10:30-12:00)
- 13th January 2021 (09:00-10:30)
The selection of the slot will be on the first-come-first-served basis after the announcement of the first round results. The purpose of the second round is an oral presentation via a video conference call (more information is provided in document 2). After the oral presentation in the second round, the tenderers will be offered the possibility to update their offers by 20 January 2021. The updated offers will be considered as final. The results of the second round are expected to be communicated 26-28 January 2021.
